The Government of Manitoba announced an immigration pathway through the Manitoba Provincial Nominee Program (MPNP) to nominate eligible foreign nationals for Canadian PR. Manitoba became the first province in Canada to introduce a Provincial Nominee Program, launched in 1998, setting a model later adopted by other provinces.

What is Manitoba PNP (MPNP)?

The MPNP – Manitoba Provincial Nominee Program chooses candidates for immigration to Manitoba depending on the specific economic needs of the province. The program aims to be responsive to the labor market needs of the province and its wider economic priorities. The prospective candidates are regularly communicated regarding these priorities through the list of Occupations In-Demand that is updated regularly.

The three broad immigration pathways under MPNP are:

What are the Different Immigration Streams Under Manitoba PNP?

The Manitoba Provincial Nominee Program (MPNP) offers several distinct streams through which eligible candidates can be nominated for permanent residence in Manitoba. Each stream is designed to target different groups of applicants depending on their background, work experience, education, or business intentions.

Skilled Worker Stream

This stream targets skilled workers whose training and experience match Manitoba’s labour market needs. There are two main pathways under this stream:

International Education Stream (IES)

This stream is designed for international graduates from designated Manitoba post‑secondary institutions. It helps graduates transition from study to permanent residence more quickly. It includes three pathways:

  • Career Employment Pathway: Career Employment Pathway for graduates with qualifying job offers.
  • Graduate Internship Pathway: Graduate Internship Pathway for those with research or internship experience.
  • International Student Entrepreneur Pilot (ISEP): International Student Entrepreneur Pilot for graduates who want to start or operate a business in Manitoba.

 

Business Investor Stream

This stream is for entrepreneurs and business investors who plan to start, purchase, or operate a business in Manitoba. It usually includes pathways such as:

  • Entrepreneur Pathway: Entrepreneur Pathway for candidates planning a business venture.
  • Farm Investor Pathway: Farm Investor Pathway for individuals focused on agricultural business in Manitoba.

Applicants must generally show relevant business experience and financial capability to qualify.

Manitoba PNP Eligibility Criteria

Applicants to the Manitoba Provincial Nominee Program (MPNP) are assessed using a point-based system that measures their potential to settle and work in Manitoba. A minimum score of 60 out of 100 points is required under most skilled worker streams. Candidates are evaluated on the following factors:

  • Age: Higher points are awarded to candidates in prime working-age groups.
  • Education: Points are based on the highest completed and recognized qualification.
  • Work Experience: Skilled experience in TEER 0–3 occupations aligned with Manitoba’s labour market is preferred.
  • Language Proficiency: Scores are awarded based on approved tests such as IELTS, CELPIP, or TEF.
  • Manitoba Connection: Points are given for family, friends, prior work or study, or recruitment initiatives in Manitoba.
  • Settlement Funds: Applicants must demonstrate sufficient funds to cover the initial settlement.
  • Adaptability: Assesses the applicant’s ability to integrate into Manitoba’s workforce and community.

Note: Meeting the 60-point threshold allows candidates to submit an Expression of Interest (EOI); higher scores improve the chances of receiving an invitation.

Manitoba PNP Points System (Out of 100)

The Manitoba Provincial Nominee Program (MPNP) uses a points-based system to rank candidates in the Expression of Interest (EOI) pool. Applicants are scored out of 100 points, and a minimum of 60 points is required for eligibility. Points are awarded across five factors:

    Important: Scoring 60 points allows entry into the EOI pool, but MPNP draws are competitive. Candidates with higher scores are more likely to receive a Letter of Advice to Apply (LAA) and proceed with the nomination process.

Several occupations listed under the in-demand list are restricted to exact MPNP skilled streams. Canadian Language Benchmark Levels

The levels of CLB specified in the list of In-Demand Occupations are the threshold levels for all streams under Skilled Worker. Nevertheless, some pathways can specify higher requirements for eligibility.

For instance, individuals applying through the IES – International Education pathway need a minimum level of CLB 7 in all 4 skill areas (reading, listening, speaking, and writing) irrespective of their occupation.
